dc.description.abstractÖzellikle 1970'lerin ortalarından itibaren hızlanan ekonomik hareketlilik, kamu hizmetlerine yönelik merkezci anlayışın ve nitelik değişiminin başlangıcı olmuştur. Söz konusu dönemde yaşanan krizler, piyasa hacmini daraltmış ve kamu hizmetlerinde bütçe kısıtlamasına yol açmıştır. Süregelen hareketlilik, hâlihazırda iktisadi, sosyal ve siyasal boyutlarıyla bir değişim ve dönüşümü de beraberinde getirmiştir. Küresel hareketliliğin sosyal alandaki yansımaları gün geçtikçe daha belirgin olmaktadır. Bu yansımalardan biri olarak yerel yönetimler bağlamında sosyal belediyecilik uygulamaları kent yaşamında önemli yer tutmaktadır. Bu süreçte değişen ve farklılaşan ihtiyaçlarla beraber, beklentiler insanları yaşamın merkezine alan yaklaşımlara yönelmektedir. İnsanı yaşamın merkezine alan hizmetlerin sosyal belediyecilik anlayışı ile uygulanması, toplum yaşamındaki her kesime özel politika geliştirilmesini gerekli kılmaktadır. Bu çalışmada, söz konusu kesimlerden gençliğe yönelik olarak sağlanan yerel hizmet uygulamaları Esenler Gençlik Merkezi ölçeğinde incelenmiştir. Araştırma, nitel veri tekniklerinden katılımlı gözlem, mülakat ve odak grup görüşmeleriyle yürütülmüş ve sonuçları beş ana tema çerçevesinde değerlendirilmiştir. Araştırma sonuçlarının, gençlere yönelik hizmet veren yerel yönetim kurumlarına örnek olması amaçlanmıştır.
dc.description.abstractEconomic activity gained momentum especially from the middle of the 1970s. That was a start point of the centralist understanding and changing nature devoted to public utilities. The crises in this period resulted with the market size reduce and budget restrictions in the public utilities. Continual activity brought some changes and transformations in terms of economic, social and political dimensions. The reflections of global activity on the social area are being more obvious day after day. As one of these reflections in the context of local government, social municipality practices keep an important ground in the urban life. Expectations head towards to the approaches, which take people to the center of life with the needs, which changes and differs by this process. Implementation of the services, which take people to the center of life, by social municipality approach; requires generating special policies for each parts of the society. In this study, local services intended for the youth people as a part of society, have investigated for the scale of Esenler Youth Center. In this research, participant observation, interview, and focus group interview have used as a type of qualitative data techniques. The results of this study have evaluated within the framework of five main themes. By this research, it has aimed to submit a pattern for the local government institutions, which serve for the youth.
