Ulusal yenilik sistemlerinde yükseköğretim kurumlarının rolü ve uluslararası sıralamalara olan etkileri açısından Türk yükseköğretim kurumları üzerine bir değerlendirme

Abstract

Artan küreselleşme ile bilgi ve teknolojinin önemi daha da belirginleşmekte ve buna paralel olarak etkili bir Ulusal Yenilik Sisteminin nasıl inşa edileceği önem kazanmaktadır. Ulusal yenilik sistemine etki eden parametreler güçlü bir ekonomiye sahip olmak için ülkelerin bilgi ve teknoloji üretimine kaynak teşkil eden araştırma ve geliştirmeden beslenmektedir. Bu bağlamda Ulusal Yenilik Sistemini, ülkelerin ekonomik gelişimini teşvik eden ve araştırma-geliştirmeden beslenen sistem olarak tanımlamak mümkündür. Ulusal Yenilik Sistemi, yenilikçi politika ve yenilik uygulamalarını sağlamak için işletmeler, araştırma merkezleri, devlet ve yükseköğretim kurumları olmak üzere bir dizi temel aktörün ilişkilerini içerir. Devlet, sanayi ve yükseköğretim kurumlarının iş birliği içerisinde hareket etmesi, ulusal yenilik politikalarının oluşturulmasında oldukça etkilidir. Ulusal Yenilik Sisteminin başarısı bu kurumların iş birliği ile çalışması ile mümkündür. Özellikle Ar-Ge'nin temel üretim yeri olan yükseköğretim kurumları oldukça önemli bir role sahip olup ulusal bilim, teknoloji ve yenilik politikalarının yansımalarının izlenebildiği önemli kurumlardır. Yükseköğretim kurumlarının başarısı son dönemde ulusal ve uluslararası sıralamalar ile ölçümlenmekte olup bu çalışmada uluslararası sıralamalarda öne çıkan üniversiteler ile ülkemizdeki üniversitelerin Ulusal Yenilik Sistemi ile ilişkili parametrelerin neler olduğunun tespiti amaçlanmış ve üniversitelerin çıktıları karşılaştırmalı olarak analiz edilmiştir. Bu kapsamda THE, ARWU, CWTS Leiden, Reuters, URAP, U-Multirank, Scimago gibi sıralamaların verilerinden yararlanılmıştır. Üniversite sıralamalarında ülkemizdeki yükseköğretim kurumlarının, Ulusal Yenilik Sistemi ile ilişkili göstergelerinin sıralamalarda öne çıkan üniversitelere göre bazı parametrelerde %50'nin üzerinde farklılığa sahip olduğu tespit edilmiştir. Sıralamalarda ülkemizdeki üniversitelerin üst sıralarda yer alabilmesi için ülkemizin bilim, teknoloji ve yenilik politikalarının bu farklılıkları giderecek şekilde geliştirilmesi ve yükseköğretim kurumlarına yeni roller ve hedefler tanımlanması gerektiği sonucuna varılmıştır.

With the increasing globalization, the importance of information and technology becomes more evident and parallel to this, how to build an effective National Innovation System gains importance. The parameters affecting the National Innovation System are fed from research and development which is the source of information and technology production in countries seeking to have a strong economy. In this context it is possible to define National Innovation System as a system that encourages economic development of countries and that feeds on research and development. In order to provide innovative policies and innovation practices, the National Innovation System includes the relationships of some of main actors such as, business, research centers, government and higher education institutions. to provide innovative policy and innovation practices. That the government, industry and higher education institutions serve in a collaborative way is quite effective in making national innovation policies. The success of the National Innovation System depends on the cooperation of these institutions. Playing an important role, higher education institutions, in particular, are the main grounds of Research and Development where the reflections of national science, technology and innovation policies can be monitored. The successes of higher education institutions have been measured in national and international rankings recently and this study, analyzed the parameters related to the National Innovation System of the universities that are prominent in the international rankings and the universities in our country comparatively, and their outputs as well. In this context, the data from international rankings such as THE, ARWU, CWTS Leiden, Reuters, URAP, U-Multirank, Scimogo were used. In university rankings, it has been found that the indicators of higher education institutions in the country related to the National Innovation System have more than 50 % difference in some parameters compared to the prominent universities in the rankings. It is concluded that for the universities in our country to be able to get top places in the rankings, our country should develop its science technology and innovative policies in order to reduce these differences and to define new roles and objectives for its higher education institutions.
