İktisadi dönüşüm ve şehir: 1983-2014 arasında üç sektör üzerinden İstanbul'daki değişimin izlenmesi

Abstract

Bu tez çalışması 1983 ile 2014 yılları arasında İstanbul'un iktisadi hayattaki gelişmesini özellikle gıda, tekstil ve kuyumculuk sektörlerindeki mekansal değişimleri merkeze alarak incelemeyi hedeflemektedir. İstanbul'da 1983 yılında ANAP'ın iktidara gelişi ile başlayan, 1994 sonrası Recep Tayyip Erdoğan'ın Belediye Başkanlığı döneminde sürdürülen ve 2002 sonrası Ak Parti iktidarları sırasında da hızlanarak devam eden değişim ve dönüşüm sürecini uluslararası eğilimlerin, merkezi hükümetlerin, belediyelerin ve özellikle de İstanbul Ticaret Odası'nın (İTO) rollerine odaklanarak ele almaktadır. İstanbul'da bu dönemde özellikle üretime dayalı sektörler şehir merkezinden, şehrin çevre bölgelerine doğru taşınmış ve bu süreç içinde ayrıca imalat, dağıtım, alım-satım, işçi-işveren ilişkileri de belli oranda dönüşüme uğramıştır. Bu dönüşüm bazı sektörlerde daha belirgin olmuş, bazılarında başlangıçta hedeflenen noktalara ulaşılamamış, bazılarında ise dönüşümün tamamlayıcısı olması gereken altyapı ve destek faaliyetlerinin eşzamanlı olmayışı dönüşümü etkilemiştir. İktisadi hayatın yaşadığı bu değişim sürecinin şekillenmesinde dünyadaki siyasi ve iktisadi sistemde meydana gelen değişimlerin yanı sıra, Türkiye siyasetinde aynı dönemlerde etkili olan karar vericilerin önemli rolleri olmuştur. Özellikle inceleme konusu yapılan sektörlerde etkili olan dernekler, kooperatifler ile İTO'nun yönetimleri ve ilgili komiteleri de bu süreçte direkt veya dolaylı olarak devrede olmuşlardır. Bu çalışma, söz konusu değişim ve dönüşümü özellikle sektörel temsilcilerle yapılan derinlikli görüşmeleri de değerlendirerek analiz etmeye çalışmaktadır.

This thesis aims to examine the economic development of Istanbul between 1983 and 2014 by focusing especially on the spatial changes in the food, textile and jewelery sectors. In Istanbul, the process of change and transformation, which started with the coming to power of ANAP in 1983, continued during the post-1994 period of Recep Tayyip Erdoğan's mayorship, and accelerated during the AK Party governments after 2002, was influenced by international trends, central governments, municipalities, and especially It focuses on the roles of the İstanbul Chambre of Commerce (ICOC). In this period, especially production-based sectors in Istanbul moved from the city center to the surrounding areas of the city, and in this process, manufacturing, distribution, purchase-sales, worker-employer relations also underwent a certain transformation. This transformation has been more evident in some sectors, the initial targets could not be achieved in some, and the lack of simultaneity of infrastructure and support activities, which should be complementary to the transformation, has affected the transformation in others. In addition to the changes in the political and economic system in the world, the decision makers who were influential in the politics of Turkey at the same time, played an important role in shaping this process of change experienced by the economic life. Associations, cooperatives, and the management and relevant committees of the Istanbul Chamber of Commerce, which are especially influential in the sectors under investigation, were also directly or indirectly involved in this process. This study tries to analyze the change and transformation in question by evaluating in-depth interviews with sectoral representatives.
