Güvenlik herhangi bir tehdit veya tehlikeden uzak halde bulunma durumunu ifade etmek için kullanılan bir kavramdır. Bu bakımdan güvenlik kişilerin emniyet içinde bulunduğu bir hali nitelendirmektedir. Ancak güvenlik sürekli dönüşüm içinde olan bir kavramdır. Keza her çağın güvenlik anlayışının birbirinden farklı olduğu görülmektedir. Zira Cicero'ya kadar güvenliğin karşılığı olarak bir kavramdan (securitas) söz edilemez. Aynı şekilde modern çağa kadar ortak bir güvenlik yaklaşımı da mevcut değildir. Modern güvenlik yaklaşımının ortaya çıkışı ise modern devletin doğuşuna paralel olarak gerçekleşmiştir. Devleti insan yapısı ve sözleşme ürünü bir aygıt olarak tasarlayan düşünürler, güvenliği devletin varlık sebebi olarak ele almışlardır. Öyle ki devlet öncesi toplumu mutlak bir barış içinde tasvir eden liberal görüş ile doğa halini bir kaos durumu olarak niteleyen korku odaklı görüş devletin kökeni konusunda hemfikirdir. Ancak mutlak egemenlik taraftarı düşünürlerin aksine legalist ve liberal düşünürler, iktidarın sınırlandırılması gerektiğini savunmaktadır. Bu noktada iktidar, legalistler vasıtasıyla pozitif yasayla, liberaller tarafındansa özgürlüklerle sınırlandırmıştır. Fonksiyonu güvenlik ve adaleti sağlamaya indirgenen liberal devlet ise güvenliği hak ve özgürlükleri sınırlandırma aracı olarak hukukileştirmiştir. Öte yandan çekirdek haklar da bu sınırın sınırını teşkil etmiştir. 20.yy. ise güvenliğin hiç olmadığı kadar öne çıktığı bir çağ olmuştur. Keza bu dönemde güvenlik konusunda birçok farklı teori ortaya koyulmuştur. Zira 9/11 sonrası dönem güvenliğin hikmet-i hükümetin yerini aldığı yeni bir dönemdir. Korkunun ayakta tutulmak zorunda olunduğu ve olağanüstü halin olağanlaştığı bu dönem, güvenlik devletinin ortaya çıktığı dönemdir. İşte bu bağlamda çalışmamızda sırasıyla güvenlik konseptinin antik çağdan modern çağa kadar geçirdiği değişim, modern çağ güvenlik yaklaşımı, hukuk devleti ilkesi çerçevesinde güvenlik, modern güvenliğin dönüşümü ve güvenlikçi devletin ortaya çıkışı incelenecektir. Security is a concept used to express the situation of being away from any threat or danger. In this regard, the security characterizes the safety situation of persons. Yet security is also a concept that is constantly in transformation. It is seen that the security concept of each age is different from each other. A common term (securitas) which points out this concept cannot be mentioned until Cicero. Likewise, no common security approach exists until the modern age. The emergence of the modern security approach has occurred in parallel with the birth of the modern state. Thus, philosophers who consider the state as man-made and a contractual product, have considered security as the reason for the existence of the state. Hence, the liberal view that depicts the pre-state society in an absolute peace and the fearfocused view that characterizes the state of nature as a state of chaos, agree on the origin of the state. However, contrary to the supporters of absolute sovereigny, legalist and liberal thinkers argue that power should be limited. At this point, power has been limited to positive law through legalists and to liberties by the liberals. The liberal state, whose function is limited to providing security and justice, legalized security as a tool for limiting fundamental rights and freedoms. On the other hand, core rights constituted as a limit of this limit. 20th century has been an era in which security has become prominent as never before. Accordingly, many different theories about security have been introduced in this period. And eventually the post-9/11 period became a new era in which security has replaced the state of reason. Besides, the security state has emerged in this period which the fear had to be maintained and the state of emergency became ordinary. In this regard, the change of security concept from antiquity to modern age, security approach in the modern age, security within the framework of the rule of law, transformation of the modern security and the emergence of security state will be examined respectively in this study.
