Güney Avrupa refah ülkelerinde sosyal harcamalar ve ekonomik büyüme arasındaki ilişkinin incelenmesi

Abstract

Refah modelleri, ülkelerin gelişmişlik düzeyleri ile sosyal refah uygulamalarına ilişkin kriterlere göre sınıflandırılmaktadır. Bu çerçevede sosyal harcamalar ile ülke ekonomilerinin gelişmişliği arasında bir ilişki söz konusudur. Çalışmamızda amaç, sosyal refah uygulamaları ve yapıları bakımından benzerlik gösteren Güney Avrupa refah modeli kapsamındaki ülkelerde sosyal harcamalarla ekonomik büyüme arasındaki ilişkiyi analiz etmektir. Bu bağlamda Güney Avrupa refah modeli içerisinde yer alan Yunanistan, İspanya, Portekiz, İtalya ve Türkiye incelemeye tabi tutulmuştur. İncelemeye konu olan bu ülkeler için 1980-2016 dönemi veri alınarak sosyal harcamalar ile ekonomik büyüme arasında Pedroni panel eşbütünleşme ve Dumitrescu - Hurlin (DH) panel nedensellik testleri uygulanmıştır. Eşbütünleşme analizinde sosyal harcamalarla ekonomik büyümenin karşılıklı etkileşimi tespit edilmiştir. Nedensellik analizinde ise ekonomik büyümeden sosyal harcamalara bir nedensellik ilişkisi tespit edilirken, sosyal harcamalardan ekonomik büyümeye bir nedensellik ilişkisi bulunamamıştır. Güney Avrupa’da ekonomik küçülme dönemlerinde sosyal harcamalarda artış olduğu gözlemlenmiştir. Bu bağlamda Güney Avrupa bölgesinde sosyal harcamaların yapısı, ekonomik büyümeyi sağlayacak şekilde gözden geçirilmelidir.

The welfare models are classified according to the development levels of the countries and the criteria related to social welfare practices. In this framework there is a relationship between social expenditures and the development of country economies. The aim of our work is to analyze the relationship between social expenditures and economic growth in the countries covered by the Southern European welfare model, which are similar in terms of social welfare practices and structures. In our study, in the context of welfare models as southern European countries, Spain, Portugal, Italy, Greece and Turkey were taken as samples. For these countries, Pedroni cointegration and Dumitrescu - Hurlin (DH) tests were conducted using panel data between social expenditure and economic growth in 1980-2016 period. In the cointegration analysis, the interaction between social expenditures and economic growth was determined.. However, there has been no causal relationship from social expenditures to economic growth. It has been observed that social expenditures have increased in southern Europe during periods of economic contraction. In this context, the structure of social expenditures in the Southern Europe region should be revised to ensure economic growth.
