Sağlık Bilimleri Üniversitesi ile afiliye olan eğitim ve araştırma hastanelerinde sağlık bilgi sistemi yöneticilerinin sağlık enformasyon sistemleri konusunda değerlendirilmesi

Abstract

Bu çalışmanın amacı; hastanelerde görev yapan Sağlık Bilgi Sistemleri yöneticilerinin Sağlık Enformasyon Sistemleri ve Hastane Bilgi Yönetim Sistemleri konularında bilgi düzeylerini, enformasyon süreçleri hakkında değerlendirmelerini, Bakanlık ile iş birliği konularında bakış açılarını ortaya koyan ulusal düzeyde bir çalışma yapmaktır. Araştırma evreni olarak Sağlık Bilimleri Üniversitesi ile afiliye olan 16 ayrı ilde bulunan 58 Eğitim ve Araştırma Hastanesi belirlenmiş ve 55'ine ulaşılmıştır. Her hastaneden ortalama 5, toplam da ise 277 sağlık bilgi sistemleri yöneticisine ulaşılmıştır. Literatür taraması ve daha önce yapılan anketler incelenerek oluşturulan sorular, anket yöntemi ile uygulanmıştır. Araştırmada dikkat çekici hususlar ise şu şekilde özetlenebilir: Yöneticilerin Sağlık bilişimi konusunda eğitim alma durumları %72,9, sağlık bilgi sistemleriyle ilgili çalışmalardan haberdar olma durumları %70 iken ilgili çalışmalara katılma düzeylerinin %27,8'lerde kalması eğitim almanın ve haberdar olmanın çalışmalara katılma konusunda yeterli olmadığını göstermektedir. Yöneticilere kurumlarındaki görevlerine göre bakanlığın enformasyon çalışmalarından haberdarlık düzeyleri incelendiğinde ise bilgi işlem personellerinin en fazla oranda (%41) ile bu çalışmalardan haberdar olmadığı tespit edilmiştir. Yöneticilere kurumlarındaki görevlerine göre, sağlık bilişimi konusunda eğitim alıp almadıkları, Bakanlığının Sağlık Enformasyon sistemleri alanındaki çalışmalardan haberdarlık düzeyleri, HBYS'nin kuruluş aşamasında görev alma durumları ve bakanlığın HBYS standartlarını bilme düzeyleri incelenmiş ve istatistiksel açıdan yapılan değerlendirmede HBYS'nin kuruluş aşamalarında görev alma durumları dışında anlamlı bir fark bulunamamıştır.

The aim of this work is to put forth a study on the national level, focusing on the level of knowledge of the health information system managers who work in the hospital on the Health Information Systems and Hospital Information Management Systems, their evaluation on the information process, and their viewpoint on the cooperation with the Ministry. As the target population of the research, the 58 Research and Teaching Hospitals affiliated with the University of Health Sciences present in 16 different cities were determined and 55 of them were reached. From every hospital approximately 5 and in total 277 health information systems managers were reached. Questions have been prepared by analysing literature review and previously conducted surveys, and the study has been carried out by the survey system. Eye catching issues from the research can be summarized as such: the education status of the managers on the topic of health information is 72.9%, being aware of the work carried out on health information systems is 70%, while the status of participation on work carried out in the field has only reached 27.8%. This points out that obtaining education and having an awareness is not enough to actually yield participation on the work. When the rate of awareness has been examined in regards to the managers positions in their institutions and their awareness of the information process by the ministry, it has been viewed that the personnel of computing has the highest rate (41%) of unawareness of the work that has been carried out. In accordance to the managers' positions in their institution; whether they have had training in the field of health information, their awareness level on the Ministry's work in the area of health information systems, the possibility of them being assigned during the establishment of the hospital information management systems and the level of knowledge they possess on the Ministry's standards on the hospital information management systems have been examined. The statistical assessment showed that there wasn't any meaningful difference aside from the assignment during the establishment of the hospital information management systems.
