Sağlıkta dönüşüm programının sağlık hizmetleri açısından değerlendirilmesi

Abstract

Sağlık sistemindeki düzenlenmesi gereken tüm süreçler için 2003 yılında Sağlıkta Dönüşüm Programı uygulanmaya başlanmıştır. Sağlıkta Dönüşüm Programı "etkili, verimli ve hakkaniyete uygun sağlık hizmeti" başlığı ile yola çıkılmıştır. Bu çalışma ile son yıllardaki güncel veriler de dahil edilerek Sağlıkta Dönüşüm Programı çerçevesinde gerçekleştirilen sağlık reform hareketlerinin Sağlık hizmetleri açısından değerlendirilmesi amaçlanmıştır. Bu amaca ulaşmak için araştırmanın modelini sistematik derleme yöntemi oluşturmaktadır. Araştırmanın modelinde 2003-2021 yılları arasında Pubmed, Science Direct, Ebschost, Ulakbim, Scopus, Web of Science, Springer Link, Google Scholar veri tabanlarında, Sağlıkta Dönüşüm Programı, Health Transformation Programme, Sağlıkta Reform, Health Reform, Health System Transformation ve Sağlık Sisteminin Dönüşümü kelimelerinin farklı kombinasyonlarıyla taranmıştır. Tarama sonucunda 397 çalışmaya ulaşılmıştır. Bu çalışmalardan araştırma kriterlerine uygun 100 makale analiz edilmiştir. Sağlıkta Dönüşüm Programı ile Türkiye sağlık sistemi yapısal bir dönüşüme ve değişime girmiştir. Bu dönüşüm ile sağlık sistemindeki eksikliklerin tamamlandığı, sağlık hizmetlerine erişimin hakkaniyetli bir şekilde olduğu ve sağlık hizmetlerinden memnuniyetin arttığı fakat istenilen düzeyde olmadığı görülmektedir. Bu sebeple geliştirilmesi gereken durumlar göz önünde bulundurularak bu dönüşümü destekleyici politikalarla daha iyi bir noktaya taşınması için çalışmalar yapılmalıdır.

The Health Transformation Program started to be implemented in 2003 for all processes that need to be regulated in the health system. The Health Transformation Program started with the title of "effective, efficient and equitable health care". The aim of this study; It is the evaluation of the health reform movements carried out within the framework of the Health Transformation Program in terms of health services. In order to achieve this aim, the systematic compilation method constitutes the model of the research. In the model of the research, between 2003-2021, Pubmed, Science Direct, Ebschost, Ulakbim, Scopus, Web of Science, Springer Link, Google Scholar databases, Health Transformation Program, Health Transformation Program, Health Reform, Health Reform, Health System Transformation and Health System It has been scanned with different combinations of transform words. As a result of the search, 397 studies were found. From these studies, 100 articles in accordance with the research criteria were analyzed. With the Health Transformation Program, the Turkish health system has entered into a structural transformation and change. With this transformation, it is seen that the deficiencies in the health system are completed, the access to health services is equitable and the satisfaction with health services increases, but not at the desired level. For this reason, taking into account the situations that need to be developed, studies should be carried out to move this transformation to a better point with supportive policies.
