Çok ölçütlü karar verme yöntemleri ile yeşil tedarikçi seçimi: Sağlık sektöründe bir uygulama

Abstract

Günümüz tüketicilerinin bilinçlenmesi, çevreye karşı duyarlılığın artması, yaşanan iklim değişikliklerinin olumsuz sonuçları işletmeleri faaliyet gösterdikleri alanlarda çevreye karşı sorumluluk alacak bir yaklaşımla yapılandırılmış sürdürülebilir tedarik zinciri yönetimi uygulamalarına yönlendirmiştir. Sağlık sektöründe tedarik zinciri yönetimi sağlık hizmetlerinden yararlanan insanların her tür ihtiyaçlarının en doğru şekilde karşılanması ve onların memnun edilmesini amaçlar. Satınalma faaliyetlerinde uygun tedarikçilerin seçimi, tedarik zinciri yönetimi kapsamındaki en önemli süreçlerden biri olarak kabul edilmektedir. Genel olarak tedarikçi seçim probleminde birbirleriyle çelişen çok sayıda ölçüt bulunduğundan farklı ölçütlerin ödünleştirilmesi gerekmekte ve Çok Ölçütlü Karar Verme (ÇÖKV) yöntemleri bu problemin çözümünde sıkça kullanılmaktadır. Bu araştırmanın amacı, sağlık sektöründe yeşil tedarikçi seçimini ÇÖKV yöntemlerinden Analitik Hiyerarşi Süreci (Analytical Hierarchy Process- AHP) ve TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemlerini entegre bir şekilde uygulayarak belirlemektir. Çalışmada AHP yöntemi ile yeşil tedarikçi seçimini etkileyen kriterler ağırlıklandırılmış ve TOPSIS yöntemi ile yeşil tedarik yönetimi uygulayan tedarikçiler sıralanmıştır. Yapılan uygulama çalışmasında sağlık sektöründe yeşil tedarikçi seçiminde etkili olan en önemli üç kriter sırasıyla yeşil üretim, yeşil satın alma ve yeşil paketleme olarak belirlenmiştir. AHP yöntemi ile elde edilen kriter ağırlıkları kullanılarak ve TOPSIS yöntemi uygulanarak sağlık sektöründe en uygun yeşil tedarik yönetimi uygulayıcısı firma seçimi gerçekleştirilmiştir.

The awareness of today's consumers, the increase in environmental awareness, and the negative consequences of climate changes have led businesses to sustainable supply chain management practices, which are structured with an approach that will take responsibility for the environment in the areas where they operate. Supply chain management in the health sector aims to meet all kinds of needs of people who benefit from health services in the most accurate way and to satisfy them. Selection of suitable suppliers in purchasing activities is considered as one of the most important processes within the scope of supply chain management. In general, since there are many conflicting criteria in the supplier selection problem, different criteria need to be compromised and Multi-Criteria Decision Making (MCDM) methods are frequently used in the solution of this problem. The aim of this research is to select the most suitable green supplier in the health sector by applying the Analytical Hierarchy Process (AHP) and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) methods in an integrated manner. In the study, the criteria affecting the selection of green suppliers are weighted using the AHP method and the suppliers who apply green supply management are ranked using the TOPSIS method. In the application study, the three most important criteria that are effective in the selection of green suppliers in the health sector were determined as green production, green purchasing and green packaging respectively. Using the criteria weights obtained by the AHP method and applying the TOPSIS method, the most appropriate green supply management practitioner company in the health sector was selected.
